摘要
"十三五"期间,我国低碳能源政策、碳约束机制将给以火电为主的大型电力能源企业,向绿色发展、低碳转型提出更为迫切需求和诸多挑战。本文将从我国当前主要低碳能源政策与碳市场建设解读分析着手,剖析大型电力能源企业所受到的减排成本与收益影响,因此,应做好企业低碳顶层设计,同时编制企业"两份报表",积极参与"两个市场",以迎接"低碳+"时代的挑战,实现"发展"与"降碳"双赢。
During the period of the 13 th national five-year plan,our national low-carbon bring forward energypolicy and carbon restriction mechanism bring forward more urgent demands and challenges for green develop-ment and low-carbon transformation whose large-scale power enterprises mainly use thermal power. This articlemainly starts from analyzing main present low-carbon energy policy and carbon market construction,investigatesthe large-scale power enterprises suffering from the emission reduction cost and benefiting influence. Therefore,they should do well in designing enterprise's top level low-carbon,preparing two reports at the same time andtaking part in the two markets so as to face the challenge from the 'lower carbon +' era and achieve win-win of development and lower carbon.
