摘要
针对城市基层治理多元主体难成合力、居委会与业委会自治事务重叠与沟通不畅,在加强相关自治组织与制度建设的基础上,通过居委会或业委会"提出议题"(一票)、社区党委会"审查决策"(二票)、业居联系会或社区民主协商会"沟通协商"(两会)、业主大会或社区成员代表大会"表决决策"(三票)等"三票两会"的小区业-居协同决策机制,完善居委会与业委会自治制度,促进协同治理,实现城市社区自治工作良性运行。
The ＂two conferences ＆. three tickets＂ is the collaborative work mechanism between the neighborhood and the owners committee. It＇s built on reinforcing the construction of the community＇s autonomic organizations and the autonomy system of urban communities. The issues were raised by the neighborhood committee or the owners committee, reviewed by the communist party committee of the community, and voted on the house-owners convention or the community members＇ meeting.
