摘要
随着煤炭工业的发展,煤炭开发所带来的诸多问题,分析了产生这些问题的关键原因在于煤炭开采具有较大的负外部性,指出对其进行计量是完善价格体制和进行补偿的基础和难题。论文系统地从资源耗竭成本、环境成本、生态成本、安全负外部性成本四个方面提出计量模型,并用山西燕子山矿实际数据对模型进行了验证,计算出该矿的负外部性成本。
The problem caused by coal exploitation is increasing along with the development of coal industry, and the key reason lies in the significant negative externalities. The measurement of negative externalities is the basic but difficult matter to improve the price and compensation system. According to this, the article proposed the measurement model systematically from four aspects including resource depletion cost, environmental cost, ecological cost and safety and negative externality cost, and verified the model through calculating the negative externality cost of Shanxi Yanzishang Mine based on the real data.
