摘要
选取了陕西省商南县为研究对象,在广泛了解关于移民搬迁绩效评估已有研究成果的基础上,以综合效益为目标层,经济效益、社会效益、环境效益为准则层,选取27个评估指标构建了移民搬迁工程绩效评估体系,采取问卷调查及访谈的形式,采用定性分析与定量分析相结合的方法,对各评估指标的评价值和评价水平进行了测算和分析。研究表明,商南县移民搬迁的经济效益评价水平为"一般",社会效益评价水平为"优秀",环境效益评价水平为"良好",综合效益评价水平为"良好"。
Based on the research results of migrant relocation performance evaluation, this paper chose Shangnan county of Shaanxi province as the research object, used the comprehensive benefit as the target layer, took the economic benefit, social benefit and environmental benefit as the criterion layer, and constructed the performance evaluation system of resettlement engi- neering by selecting 27 evaluation indexes. Through questionnaire survey and interviews, by adopting the method of qualitative a- nalysis combined with quantitative analysis, the author measured and analyzed the evaluation value and evaluation level of each e- valuation index. The results indicated that： for the resettlement engineering in Shangnan county, the evaluation level of economic benefit was ＂general＂, the evaluation level of social benefit was ＂excellent＂, the evaluation level of environmental benefit was ＂good＂, and the comprehensive benefit evaluation level was ＂good＂.
