摘要
水利是服务"三农"的重要抓手,在分析浙江省农村水利现状及存在问题的基础上,提出运用"加减乘除"法,加快建设,强化管理,深化改革,推进农村水利供给侧结构性改革,促进农业增效、农民增收、农村增绿,为高水平全面建成小康社会提供更加有力的农村水利保障。
Water resources are critical parts of providing service to agriculture, rural areas and farmers. Based on analysis of current situation and problems with rural water resources in Zhejiang Province, new conceptual measures are proposed so as to accelerate construction, strengthen management, deepen reform and promote supply-side structural reform in the rural areas. It is aimed to improve agricultural efficiency, farmers＇ income and restore ecological environment, and take safeguarding measures for construction of a well-off society in an all-round way.
