摘要
[目的/意义]随着全球政治经济的影响,恐怖组织的衍生也趋于国际化,不仅形成全球化的网络体系,更积极与跨境的有组织性犯罪集团结合,运用网络思维从事恐怖活动,以至于形成了恐怖袭击、犯罪活动、网络思维等三者复合化的泛社会组织型态。[方法/过程]由于恐怖组织威胁的不确定性,以及活动的跨地域性将对全球安全环境造成严重影响,而美国作为全球反恐行动的先驱,其以先发制人的反恐战略,积极从事打击恐怖活动,在一定程序上获得了相应的成效。[结果/结论]后"9.11"时期的情报机制的改革过程中,美国运用融合性理念促使情报与执法机制相互结合、设立情报融合中心等,均展现出美国对反恐情报机制变革的能力。需要去探究情报在美国反恐怖工作的作用,以及其变革理念的应用价值,以期为我国的反恐情报机制变革提供借鉴。
[ Purpose/Significance ] With the rising impact of the global political economy, terrorist organizations also tend to be interna- tional. They have not only built a global network, but also have actively combined with the transboundary organized crime groups and car- ded out terrorist activities under the guide of the network thinking, and have constructed a composite pan social organization. [ Method/ Process] The uncertainty of the terrorist organizations and the cross-regional nature of their activities have a severe impact on the global secur- ity environment. The United States, as a pioneer in the global war against terrorism, has actively engaged in the fight against terrorist activi- ties, and has achieved certain results. [ Result/Conclusion] In the intelligence mechanism reform process after the ＂9. 11 ＂, the United States used fusion of thinking to promote the combination of the intelligence and law enforcement with each other and set up an intelligence fusion center, all of these reflects the ability of the United States in reforming its counter-terrorism intelligence mechanism. We need to ex- plore the role of intelligence in the anti-terrorist work in the United States, to understand the application value of the concept of change, so as to inspire the anti-terrorism information mechanism reform in China.
