摘要
水源区居民是保护水资源的直接主体,为了激励其提供更多的保护,水资源保护政策必须保证当地居民福利水平不降低或者降低部分得到足够的补偿,但目前国内对这方面的研究很少。文章以南水北调中线工程为例,从收入分配、生态环境、社会保障、公共服务以及人的全面发展等五个方面对水源区和非水源区居民在2001-2014年间的福利水平进行测度,并用双重差分法分析了南水北调中线工程实施对当地居民福利的影响。研究发现,南水北调中线工程实施显著地降低了水源区居民的福利水平,这一结论在进行多项稳健性检验后仍然成立。因此,从进一步扩大补偿力度、健全社会保障制度、增加基础设施建设和加强水源区自身造血能力四个方面对水源区居民进行福利补偿提出了政策建议。
Water source area residents is the direct subject to protect water resources, water resource protection policy must guarantee that local residents welfare level does not decrease or lower part get enough compensation in order to motivate them to provide more protection, but the study on water source area residents welfare at this stage is obviously insufficient. This paper, through a case study of the South-to- North Water Transfer Middle Route Project, measures the welfare level of residents in water source area or in non water source area during 2001 to 2014, from five aspects of income distribution, ecological environment, social security, public services and people＇s all- round development, and employs the double difference method to analyze the influence of the implementation of the South- to- North Water Transfer Middle Route Project on the welfare level of residents in the water source area. The study shows that the South-to-North Water Transfer Middle Route Project significantly reduces the welfare level of residents in the water source area, and this conclusion is still valid after a number of robustness tests. Therefore, the paper puts forward policy recommendations to compensate the welt＇are of residents in the water source area from aspects： further expanding compensation investment, improving social security system, increasing infrastructure construction and strengthening the water source area of self ability.
