摘要
香港1996年启动的"卓越学科领域计划"试图打造卓越学科领域以带动世界一流大学建设。在此计划指引下,各高校纷纷制定一流学科发展战略,以实现建设卓越学科领域的世界一流大学总目标。在政府战略规划和院校具体行动密切配合下,香港地区大学排名、科研水平和国际化水平均显著提升。香港一流学科建设具有以下特征:特色与创新并存的学科建设理念;政府引导下高校自主发展的学科建设模式;系统规划与灵活调整相结合的学科建设方案;严格的审核监督和自由竞争相结合的保障机制。
From the launch the ＂Excellent Discipline Scheme＂ in 1996, Hong Kong has been trying to estab- lish excellent disciplines and promote the construction of the world-class university. Under the guid- ance of this strategy, Universities in Hong Kong have developed strategies of constructing world-class disciplines to achieve the general goal of ranking among the world-class universities with excellent dis- cipline. With the cooperation of the government＇s strategies and specific actions of colleges, rankings o{ universities, ability of scientific research and the level of internationalization have greatly improved of universities in Hong Kong. Based on the analysis of the practical experience of Hong Kong Univer- sity of Science and Technology in ＂Areas of Excellent Scheme＂, the construction of world-class disci- plines in Hong Kong has the following basic features, the concept of discipline construction combining with characteristics and innovation; independent development mode of the universities under the ap- propriate guidance of government; the scheme of discipline construction combining system planning with flexible adjustment; the guarantee mechanism of discipline construction combining strict audit and supervision and free competition.
