摘要
森林在改善生态环境方面有着举足轻重的作用,生态公益林的建设有利于维护生态安全。林农作为森林的主要经营者,生态公益林的保护却给林农带来了一定的经济损失。采用随机抽样的方法,选取福建省永泰、将乐、长汀、政和、建瓯五个县市的400个小班作为调查对象,利用STATA软件对生态公益林保护给林农造成的实际经济损失进行OLS回归分析,分析结果显示,郁闭度、平均树高、亩蓄积、林龄、生态等级和树种对实际经济损失有显著影响。根据研究结果,提出了提高生态公益林补偿标准,鼓励生态公益林分类补偿,创新生态公益林补偿方式等维护林农权益、完善生态公益林补偿政策的对策建议。
The forest plays an important role in improving the ecological environment, the construction of ecological public welfare forest is beneficial to the maintenance of ecological security. The farmers as the major operators of the forest, protection of ecological forest to bring certain economic losses of farmers. By using random sampling method, selected Fujian province, Changting, Yongtai, Jiangle, Zhenghe, Jianou of 400 classes as the research object, for the actual economic loss were analyzed by OLS regression analysis using STATA software. The analysis results show that the average canopy density, tree height, accumulation, age, ecological grades and tree species have significant impact on the actual economic losses. According to the research results, this paper puts forward some countermeasures and suggestions, such as improving the compensation standard of ecological public welfare forest, encouraging the classification compensation of ecological public welfare forest, innovating the compensation method of ecological public welfare forest.
