Rational Thinking on the Construction of University Think Tank

摘要 随着国家决策所涉因素的日益复杂,理性决策至关重要,国家智库及大学智库建设受到高度重视。由于大学拥有最集中最有利于不同学科专业领域协同攻关的专家学者,在国家智库建设及理性决策中占有对专业知识的垄断性优势,大学智库建设既是大学的社会责任所在,也是大学积极参与为国家重大决策服务的先机所据。然而,如果大学都热衷于创建智库的竞争,大学之育人及知识创新的核心使命不仅会受到冲击,而且大学智库建设本身也会受到伤害。本文从国家智库包括省级智库并非适合所有大学的目标选择、将有限的资源分散建设诸多大学智库并非明智之举、大学智库是历史积淀而非一蹴而就的产物和大学绝不可为智库之争而忽视大学的核心使命责任等方面对大学智库建设热进行了反思。 With the increasingly complex rational decision-making of national decision-making factors, the establishment of national think tanks and university think tanks has been highly valued by the party and the state. Since the university has the most concentrated experts and scholars who are most conducive to the collaborative research in different disciplines, the monopoly advantage of professional knowledge is occupied in the construction of national think tank and rational decision. The construction of university think tank is not only the social responsibility of university, but also the university's active participation in the country's major decision-making services. However, if universities are keen to create the competition for think tanks, the core mission of university education and knowledge innovation is not only affected, but also the construction of university think tank itseff will be hurt, There are many ways of thinking of the national think tank, "including the provincial think tank is not suitable for all university goals employing limited resources to build a number of university think tanks is not a wise move University think tank is a historical accumulation rather than an overnight product University must not focus on think tank and ignore the core mission of the university responsibility" and etc..
