摘要
近年来,农村土地改革备受关注,国家政策层面连续发文以规范农村土地的确权、赋权和流转行为,土地流转规模正逐步扩大,集约化程度也不断提升。在这一过程中,金融支持农村土地改革的多个关键性文件相继发布。在农村土地重大改革试点阶段,为探究农村"三权"抵押贷款对农村土地产出效率的影响,本文基于浙江试点地区的混合截面数据,通过逐步回归、VIF检验和B-P检验等计量方法,比较了农村承包土地的经营权抵押贷款、农民住房财产权抵押贷款、农村集体经营性建设用地使用权抵押贷款等三项金融试点之间的效率差别,并通过DEA方法和Malmquist指数计算了全要素生产率变化情况。结果显示,农村"三权"抵押贷款总体上有利于土地产出效率的提升和农村土地技术进步,但也受到金融支持覆盖面、风险补偿机制和改革推进力度等方面的制约。对此,本文提出了有针对性的政策建议,以期通过完善农村"三权"抵押贷款机制,进一步提升农村土地的产出效率。
In recent years, as rural land reform has received much concern, the government released a series of rules and regulations in order to make the rights of confirmation, empowerment and circulation of rural land normalized. The scale of rural land circulation is gradually expanding as the intensification is increasing. Several key documents of financial support for rural land reform have also been released successively in this process. In the pilot phase of rural land reform, to study the impact of rural "three rights" collateral loans on the efficiency of rural land output, we use stepwise regression, VIF test, B-P test and other measurement methods based on the pooled cross-sectional data of pilot areas in Zhejiang Province, compare the different efficiency among collateral loans on rural contracted management right, housing property right for farmers and the using right of collective commercial construction land, and figure out the Total Factor Productivity (TFP)by DEA method and Malmquist index. The result shows that rural "three rights" collateral loans can enhance the efficiency of rural land output and technical progress generally, but it' s also limited by the coverage of financial support, the risk compensation mechanism and the reform progress. Finally, we propose some targeted suggestions on how to enhance the efficiency of rural land output by improve the mechanism of rural "three rights" collateral loans.
