摘要
高职院校混合所有制改革引发的剧烈文化冲突是多元利益诉求的外在表现,对行政化管理模式的否定是投资主体营利性需求的逻辑必然。混改后管理文化的重构需要因应变化中的力量平衡,才能促成学校文化与企业文化的有效融合。具体策略上应以落实高校去行政化政策目标为基础,依法完善以"专家治校"为标志的董事会(理事会)领导下的院长负责制,严防二者之间的权力僭越,以保持行政权力与学术权力的内在张力;用共同目标与合理的制度约束取代角力和纷争,以保证人本精神与制度文明相容共生;在发展方式上选择从依赖财政支持到向市场获取资源的转向,以凸显混合所有制改革的政策旨归。
The violent cultural conflicts caused by the mixed ownership reform in higher vocational colleges is the outside performance of multiple interests. The negation to government management mode is the necessary logic of the investment subject for profit-making. The culture reconstructing management needs to balance flexible power so as to contribute to effective integration between school culture and enterprise culture. Specific strategy should be based on the implementation of the policy of university management seperating from executive administration. President responsibility system under the leadership of the board of directors (the board) should be perfected, marked by experts' managing school. The trespass between the two powers should be forbidden to balance between administrative power and academic power. The constraint of common goals and fine system could replace the disputes to coexist between humanistic spirit and system civilization. As for the choices of development paterns, the development focus should be put on getting resources from the market rather than depending on the financial support to highlight the aim of the mixed ownership reform policy.
