摘要
高校科研经费使用和管理频现腐败问题,本文从整体机制体制设计、全程全域监管主体协同和环节衔接、多元化参与主体利益协同性均衡和非均衡纾解、分层次经济责任等方面探索提升高校科技经费监管效能的有效路径。
Corruption occurs frequently in the use and manage- ment of science and technology funds in colleges and universities. Therefore, this paper explores the effective ways to improve the efficiency of the supervision of science and technology funds in colleges and universities from the following aspects： the overall mechanism and system design, the whole-process and whole-re- gion coordination of the supervising subjects, the interest coordi- nation of the diversified supervision subjects, and hierarchical e- conomic responsibility.
