摘要
随着我国供给侧结构改革,农业产业结构正经历着新一轮调整。农业产业结构评价成为农业结构调整的基础和关键环节。基于已有相关研究,提出都市农业产业结构评价的四个维度八个指标的评价指标体系和多维评价模型。具体为:选取农业内部结构系数、农业产业化结构系数两个指标测算结构层次维度;采用农业内部结构变化率、产业结构转换方向系数来反映结构的市场适应维度;选取农产品供需结构偏离度、农业产业环节劳动效率偏离度指标表征农业产业结构的协调维度;选取百元物耗农业产值和土地资源利用度衡量农业产业结构的效率维度。对1990年—2014年西安都市农业产业结构评价实证研究表明,西安都市农业产业结构整体趋于合理;结构层次性、效率性不断提高,市场适应性随着产业结构的每一轮调整而强弱波动;而协调性的分析结果揭示了当前农产品供需结构的时空错位、农业产业链环节之间的结构失衡的现实问题。最后,针对性地提出西安都市农业结构调整的方向。
The multi-functional peri-urban agriculture is an important part of modern agriculture in our country. The agri- cultural structure is undergoing a new round of adjustment. The evaluation of agricultural structure is the basis and the key link of agricultural structural adjustment. Based on the existing agricultural industry structure research, the paper proposes the evaluation index system and the mufti-dimensional evaluation model of peri-urhan agricultural industrial structure, which consists of eight indicators reflecting four dimensions. This paper makes an empirical study on the evalu- ation of agricultural industrial structure in Xi＇an from 1990 to 2014. The results show that agricultural industry structure tends to be more reasonable as a whole; the structural level and the efficiency of the agricultural industrial structure have been continuously improved; and the market flexibility has been fluctuating with each adjustment of the industrial struc- ture; But the coordination of the agricultural industrial structure is not optimistic, which is embodied in the space-time dislocation of agricultural product supply and demand, and in the structural imbalances among the agricultural industrial chain links. Finally, the vaoer outs forward the agricultural structure adiustment direction in Xi＇an city.
