摘要
辽源市在实施医保医师制度中,形成一套实施细则,依规加强医保医师管理并增强操作性;把好医保医师准入关,实施动态管理;建立医保医师库,实现"一人一证一码"管理;对医保医师的医疗服务行为实行分析报告制度和奖惩机制;将实施医保医师制度与定点机构等级考核制度有机结合起来,既将医保监管延伸到医师的医疗服务行为,又加强了对定点医疗机构的监管,使医院的内部管理及医保医师的自我约束意识明显增强。
In the implementation of the medical insurance physician system, Liaoyuan has formed a set of rules, according to the regulations to strengthen the management of medical insurance physicians and enhance operability; grasped the access of medical insurance practitioners, implementing of dynamic management; establishmented the health-care physician library, realizing of ＂one person, one card and one yard＂ management; implemented the analysis report system and the reward and punishment mechanism for the medical service behavior of the medical insurance doctors. And Liaoyuan implemented the medicare physician system and designated institutions grading system organically, which will extend to the medical insurance supervision of medical service behavior of physicians, and strengthen the supervision of the designated medical institutions, the intenal management of the hospital and health care physicians markedly enhanced sense of self constraint.
