摘要
网络是大数据时代社会民意信息交流和传递的重要媒介,被誉为报纸、广播、电视之外的现代化第四媒体。随着互联网多媒体技术的快速发展,网络舆情已经成为一种新型的社会舆论焦点,而政府的宏观调控是实现对其进行量化监测和分析的重要途径,因此如何在大数据时代完善网络舆情政府监管机制就显得尤为紧迫和重要。研究在介绍网络舆情的内涵及其对政府治理影响的基础上,分析我国政府在网络舆情治理主体、治理格局与治理策略方面的变化,探究大数据视野下网络舆情治理的现实困境,提出应通过建立健全政府网络舆情大数据监管体系、基于顶层设计制定网络舆情大数据治理规划以及基于立法革新和协同合作完善依法治网模式等改革措施,来有效提升政府对网络舆情的实时监测、分析和预警能力。
Network is an important medium for the exchange and transmission of social public opinion in the era of big data, and it is known as the modern fourth media, besides the newspaper, radio and television. With the rapid development of Internet multimedia technology, Internet public opinion has become a new focus of public opinion. The government5 s macro control is an important way to realize the quantitative monitoring and analysis of the information storm. Therefore, how to improve the network public opinion govern-ment supervision mechanism is particularly urgent and important in the era of big data. In view of this, this article on the basis of intro-ducing the connotation of the network public opinion and its influence on the government governance, analyzes the changes of the gov-ernment in the network public opinion governance, governance structure and governance strategy. The paper explores the plight of gov-ernment network public opinion management under the view of China5 s big data, and puts forward several reform measures as follows： establishing and perfecting network public opinion data supervision system, making the plans of network public opinion data governance based on the top - level design and improving the mode governing the network by law based on legislative innovation and cooperation, so as to improve real - time monitoring, analysis and early warning ability of the government in terms of the network public opinion gov-ernance.
