摘要
制度治党是中国共产党依靠党章、党规、党纪有效规范党内事务和硬性约束党员行为的治理过程。制度治党是全面从严治党的题中应有之义,有利于解决治党失之于宽、失之于松、失之于软的问题。新形势下,制度治党面临着制度治权不甚理想、制度体系不够完善、制度执行较为乏力和制度绩效无法持续发挥等问题。为此,必须进一步强化对党内权力的监督制约,完善党内法规制度体系,提高党内法规制度执行力,营造良好的制度文化氛围。
Institution-based Party governance is the Chinese Communist Party self-governance process, which is depended on theParty constitution, rules and disciplines to regulate Party affairs and constraint members＇ behavior. Institution-based Party governanceis a basic content in strengthening Party self-discipline. It is beneficial to solve the problem that Party governance is too loose andweak. Under the new situations and circumstances, Institution-based Party Governance is facing many diffieuhies. For example, usinginstitution to restrict power is not ideal, the system of the inner-party institutions is not perfect enough, institutional implementation isrelatively weak, and institutional performance cannot continue to play. Therefore, the Chinese Communist Party must strengthen the su-pervision and control of the inner-Party power, perfect the inner Party institutional system, improve the executive ability of the innerParty institutional system, and create a good institutional cultural atmosphere.
