摘要
地方基层公共服务模式创新是服务型政府建设的一个重要引擎。近年来,在大数据战略推动下,我国地方基层涌现了不少公共服务创新模式,迫切需要进行理论总结。盛泽行政服务局智慧服务就是一个创新范例,该实践模式在内容上包括三大智慧服务实现平台、四个智慧服务提供机制和"五化"标准智慧服务制度设计,在三重整合的基础上,该实践模式形成了一种由技术支持、公众参与和经营策略三个要素整合叠加而成的地方基层整合型服务模式创新路径。盛泽模式对于推进地方基层公共服务模式创新,提升公共服务供给品质具有重要的示范意义。
Innovation on the Model of Local Grassroots Integrated Service is an importantengine of the construction of service-based government. In recent years, driven by the Big DataStrategy, a number of new public service model has emerged, which are pressed for theoreticalsummarization. Smart services in Bureau of Administration and Service in Shengze serves asrealization, four mechanisms for smart service providence and five standard design of smartservice system. On the basis of trebling integration, this practical model forms a new path oflocal grassroots integrated service model composed of technical support, public engagement andmanaging strategy, which is of demonstrative value of promoting the innovation on localgrassroots public service model and the quality of provided public service.
