摘要
在既有住区推进海绵城市建设,对提升整个城市的防洪抗涝能力、建设宜居城市有密切联系。既有住区相较于新建住区,海绵化改造工作开展更为困难。文章以既有住区海绵城市改造为重点,实地调研了上海既有住区积水现状,分析了常见积水原因,并根据上海建设成果,从指标建设、责任落实、技术筛选、全民参与等角度探讨落实海绵型住区改造的策略,为进一步推进海绵城市建设奠定基础。
the promotion of sponge city construction in the existing residential area has a close relationship with the enhancement of city＇s flood control capacity and the creation of livable city. Compared with the new residential areas, it is more difficult to promote the sponge modification for existing residential areas. This paper focuses on the sponge city modification for existing areas; investigates the current situation of water accumulation in Shanghai; analyzes the common causes of water accumulation; discusses the strategy for the implementation of sponge-type residential area transformation according to the results of Shanghai＇s construction achievement from the perspective including index construction, allocation of responsibility, technical screening, participation of all people, etc; and lays the foundation for the further promotion of sponge city construction.
