摘要
针对当前县级政府体育公共服务供给"碎片化"困境,采用文献资料、逻辑分析和实地调研等研究方法,在阐述协同治理与县级政府体育公共服务供给内在逻辑的基础上,分析其"碎片化"表征,探寻协同治理消解路径。研究认为当前县级政府体育公共服务供给"碎片化"的表征为:职能碎片化:预期定位与实际能力不符;责权碎片化:权、责、利相互剥离;协作碎片化:政府主导、社会协作机制失灵;决策碎片化:目标与过程脱节。分析得出协同治理的消解路径为:打造顶层设计,提供制度保障:协同服务性政府转型与体育公共服务供给改革;夯实经济基础,促进财政投入稳步增长:协同本级政府财政投入与上级政府转移支付;治理供给结构,构建多中心供给格局:协同政府与其他主体供给体系;完善保障体系,实现监督制度化:协同绩效评价体系与市场监管体系。
In the light of the current sports public service supply of ＂fragmentation＂ dilemma,using document literature,logic analysis,interdisciplinary analysis and other methods,the＂fragmentation＂characterization should be analyzed to explore the collaborative governance path of digestion in the basis of explaining the logic between collaborative governance and sports public service supply.The research indicated that＂fragmentation＂shows in these aspects：the fragmentation of function：the expected position is inconsistent with actual ability;the fragmentation of right and responsibility：right,responsibility and benefit of mutual collaboration stripping.The fragmentation of cooperation：failure of the government led,social cooperation mechanism;decision pieces of disconnection between target and process.The way to work out the solution is to create a top-level design,to provide an institutional guarantee：cooperative transformation of government service and supply of sports public service reform;strengthen the economic foundation,to promote the steady growth of government fiscal investment：cooperative financial investment level and higher levels of government transfer payment;governance supply structure,establish a multi center collaborative supply pattern：government and other the main supply system;improve the security system,implementation of supervision system：collaborative performance evaluation system and market supervision system.
