摘要
俄罗斯总统制的设立是权威主义与民主主义的博弈。权威总统带来的弊端不容忽视,依靠总统个人的魅力容易产生个人独裁,凌驾于议会和司法机构之上,从而影响宪法的实施和信仰。面对社会急剧转型的俄罗斯,固然需要在宪法框架内对总统的地位做合理的界定,又必须作为"核心"继续引领俄罗斯的发展。
The establishment of the Russian presidential system is a game of authoritarianism and democracy. But the authority of the President of the drawbacks cannot be ignored, relying on the personal charm of the President which is easy to produce individual dictatorship,above the legislature and the judiciary,affect the implementation of the Constitution and faith. In the face of the rapid transformation of Russia, the need for constitutional status within the framework of the president to do a reasonable division, but also as a ＂core＂ to continue to lead the development of Russia.
