摘要
文章针对北京市顺义区在医药卫生体制改革过程中基层医疗卫生机构出现的问题及其原因进行分析,并结合顺义区的实际情况进行了系统思考,提出相应的政策建议。认为未来只有"符合基层实际、方便群众、优劳优得、多劳多得、体现尊严与价值"的有效激励政策落地,才能够真正让群众和医疗工作者在基层切实享受到改革带来的实惠,健康中国梦才能得以实现。
The paper analyzes the problems, as well as their causes, of basic medical and health institutions in Shunyi District, Beijing City in the process of medical and health system reform, carries out systematical rethinking in combination with the actual conditions of Shunyi District, and puts forward corresponding policy suggestions. It is believed that only after the effective incentive policies that ＂accord with the reality at basic level, facilitate the masses of people, follow the principles of better payment for better work and more payment for more work, and reflect dignity and value＂ are implemented in the future can the masses of people and medical workers really benefit from the reform and the dream of healthy China be realized.
