摘要
公民规则意识是指公民在行使和维护个人利益时能够自觉、主动地遵守规则,是公民对规则的认知自觉、意愿认同和行为践行的三位一体。但公民规则意识在现实中面临着挑战,如以对规则的质疑为由拒绝执行规则,以个人自由为名反对规则,以"潜规则"之实消解规则,以非正义程序对抗不当规则。其实质是以"公民"之名行"私民"之实。学校在理念上要变培养"好人"为培育"好公民",策略上要根据公民规则意识的内涵进行教育设计。
Citizens' consciousness of rules indicated that the citizens follow the rules consciously and actively when they usethe right and safeguard the individual interests, and the consciousness of roles is an organic combination of cognition, will-inguess to identity and behavior. But there are four challenges, such as, questioning rules instead of executing rules, a-gainst rules in name of personal liberty, "hidden rules" covering real rules, and injustice program against improper rules.To cultivate citizens' consciousness of rules, schools should aim at cultivating "a good citizen" more than "a good man",and design education according to the connotation of the citizens' consciousness of rule.
