摘要
伴随人权观念的更迭与不断发展,社会各界对人权与发展关系的思考越发深入。在当今时代背景下,部分发展中国家秉持的经济发展优先理念以及西方某些发达国家那些脱离社会现实而片面地谈人权至上的思想都是片面而阻碍社会进步的。人权与发展应是相互依存、互相推动的关系。本文介绍关于人权与发展关系的三种主流观点,立足联合国与中国在处理人权与发展关系立场上的变化,认为中国政府逐步认识到人权与发展的相互依存是巨大的进步,但在现实中实现人权与发展的相互推动仍面临诸多问题。究其根本是既掌握社会发展规律又能将人权理念付诸实践的专业人才的欠缺,因此,大力发展人权教育才能真正推动社会的进步和发展。
With the change and development of the concept of human rights,the thinking about the relationship between human rights and development is becoming more and more deeply. Against this background,the author profoundly realizes that both recognizing the economic development as the priority as some developing countries do and considering the human rights to be the most important as most developed countries do are unilateral and harmful to the social progress. Human rights and he development are interdependent and mutually promote each other. This paper introduces the three main view points as to the relationship between human rights and development. Based on the changes of the attitudes of the UN and China to the relationship between human rights and the development,this paper holds that though it is a great progress for the Chinese government to understand that human rights and the development are interdependent,there are still lots of difficulties in realizing the reciprocal relationship in reality. These difficulties are due to the lack of professionals who enjoy good understandings of the rules for social development and are capable of practicing human rights theories. Therefore,the author suggests that the promotion of human rights education is instrumental to the development and progress of human society.
