摘要
在我国社会经济发展过程中,每逢汛期,各地堤防均可能遭受洪水侵袭,严重时还可能造成大堤溃决,给当地居民带来巨大的经济损失。所以,各地都应加强防汛抢险的实践演练,并确保一线现场专业技术人员可以在短时间内,制定出科学合理的现场抢险方案,用以控制险情的进一步发展。基于此,各专业技术人员在制定现场抢险方案时,应该严格遵循相关原则,充分考虑险情的类型、特征、水文气象等因素,制定科学合理的抢险方案,实现对险情的有效控制。
In the process of social and economic development in China, every season, across dikes are likely to suffer flooding, serious when still can cause the dam dam bring huge economic losses to local residents. So, all should strengthen the practice of flood control and emergency drills, and to ensure that a line at the scene of professional technical personnel can in a short period of time, to develop a scientific and reasonable on-site emergency plan, to control the danger of further development. Based on this, the professional and technical personnel at the scene of the formulate emergency plan, should strictly follow relevant principles, fully aware of the danger of meteorological and hydrological factors such as types, characteristics, and thus achieve the effective control of danger.
