摘要
水域警务是公安工作不可或缺的部分,依循水域警务特点研究水域警务教育制度和人才培养意义重大且势在必行,但目前该领域的研究仍十分薄弱。因此,回顾水域警务的源流及发展变化历程,厘清水域警务的概念,找寻并借鉴我国铁路警务人才培养模式和经验,构思"教、学、练、战"一体化模式下的水域警务教育内容和专业化人才培养,不仅非常必要和具有可行性,而且对完善大交通警务教育制度和人才培养具有补充和促进作用。
Water policing is an indispensable part of police work. It＇ s very important and imperative to study the education system and talent cultivation of water policing according to its characteristics. Since there were few studies, it＇ s necessary, as well as feasible, for us to review the origin and history of water policing, clarify the concept, seek the mode and experiences of the railway talent cultivation in China and take them as references, and then design the educational contents and specialized talent cultivation of water policing with the integrated mode of ＂teaching, learning, practicing and combating＂. Moreover, it will supplement and improve the education system and talent cultivation of big traffic policing.
