摘要
环境监管能力是环境保护工作开展的重要保障,"十一五"至"十二五"期间江苏省水环境监管能力建设取得显著成效。面对"十三五"水环境治理的新形势和新要求,江苏省亟需建设与之相匹配的水环境监管能力建设。本文基于江苏省水环境监管能力建设现状的调查,分析了水环境监管能力建设面临的挑战和压力,并研究提出了水环境监管各领域建设的战略重点。
Environmental supervision capacity is an important guarantee of environmental protection work. Water environmental supervision capacity building in Jiangsu province has got remarkable achievement from the 11th Five-Year Plan period to the 12th Five-Year Plan period. In the face of new situation and new requirements of water environmental govemancejiangsu province needs to construct the matching water environmental supervision capacity in the 13th Five-Year Plan period. This paper is based on the investigation-of the present situation of water environmental supervision capacity construction in Jiangsu province,analyzes the challenges and pressure, and puts forward the highlights of all fields involved in water environmental supervision.
