摘要
社会保障制度的构建离不开政府公权力的行使,这一体系的有效发挥也离不开公民权利和义务的落实。作为全世界社会保障制度实施最早和最健全的国家之一,澳大利亚充分尊重公民个人选择、充分调动参保者积极性、充分发挥社会力量等保障理念和机制,体现了政府权力与公民权利、义务的互动。这对改革我国的社会保障制度,进一步划分各社会主体对社会保障的责任分担、完善缴费与收益相挂钩的激励约束机制、引导社会组织参与社会保障服务供给等,都具有重要借鉴意义。
The construction of social security system needs not only government power, but also civil rights and obligations. As one of the world＇s earliest and most perfect implementation of social security system, Aus-tralian government is very concerned about civil rights, insured enthusiasm and social organization strength. This reflects the interaction between government power and individual rights and obligations. This has important reference on Chinese social security system reform. For example, we need further divide the social responsibility sharing, improve the mechanism of payment and income linkages, guide social organizations to participate in social security services supply.
