摘要
"一带一路"倡议最具意义的内涵在于全球发展治理层次上的"国际发展共同体"机制框架。这个框架由四个层面组成:一是以议题倡导为基础的议程设置机制,二是以规划对接为核心的战略协调机制,三是以对口合作为主的推进路径机制,四是以项目示范为内容的落地扎根机制。这一机制框架迎合了当前全球治理发展对新理念、新机制的需求,具有很强的现实操作取向。
The most significant meaning of 'the belt and road'initiative in the level of global governance,lies in 'the international development community',as well as its construction of the framework of the policy mechanism. This framework consists of four levels: the first is the agenda setting mechanism based on issue advocacy. the second is the strategic coordination mechanism which takes the development planning integration as the core. the third is the counterpart cooperation mechanism. the fourth is the grounded mechanism based on the project demonstration. This mechanism,extending China' s development experience and logic to practice in the reform of the global governance of development,indicates that 'the belt and road' initiative contribution is not only the public goods in the form of the tangible infrastructure,also in the form of the development concept,to meet the needs of the current global governance on the development of new ideas,new mechanism.
