摘要
虽然特朗普在具体经济政策措施上存在着不确定性,但从其竞选期间的言论以及上台后不久采取的措施看,其基本经济政策的走向应该是明朗的。特朗普的政策核心是所谓"美国优先""美国第一",即不管现行的国际体系规则和国内的现有条件,力推他认为对美国有利的政治经济和军事措施,重振美国所谓的"伟大"。特朗普的国内经济政策转向并非全盘否定基本的自由市场理念。他试图实施的是一种"新干预主义",其内涵是遵循实用主义和重商主义的原则有选择地干预经济生活,同时又有选择地推进自由主义的市场经济,把自由主义市场经济与政府的干预结合起来。特朗普的"新干预主义"是有选择的干预。
Although uncertainties exist concerning the specific economic policy and measures Trump may take, it can be said the line of his basic economic policy is clear according to his speeches during the election campaign and the measures he had adopted shortly after taking office. The key of Trump＇s policy is the so-called ＂American priority＂ and ＂put America first＂, that is, regardless of the existing rules of the international system and the existing domestic conditions, vigorously introduce political and economic measures that he considers conducive to America so as to rebuild America＇s ＂greatness＂. Trump＇s domestic economic policy shift is not a complete denial of the basic concept of free market. He is trying to implement a ＂new interventionism＂, its connotation is to follow the principles of pragmatism and mercantilism and selectively intervene in economic life, and at the same time, selectively promote the liberal market economy, and integrate the liberal market economy and government intervention. Trump＇s ＂new interventionism＂ is selective intervention.
