摘要
本文基于对我国风电产业发展"大而不强"的二元格局的研判,使用政策案例解析政策完善欠缺系统性、协同性和整体性的具体表征及后果。为促进风电产业健康可持续发展,要从全环节覆盖角度提升政策的系统性水平、从加强部门协调和政策群同步角度提升政策的协同性水平、从全国一盘棋的角度提升政策的整体性水平等三个方面,同时提出未来完善我国风电产业政策的若干思考。
Based on this judgment of the dual pattern that China＇ s wind power industry is huge but weak, this paper analyzes the characterization and consequences of certain specific former policies, which are less systematic, coordinative or integrated. In order to promote the health and sustainable development of wind power industry in China, some thoughts on improving the future policy are put forward. One is how to strengthen the systematicness of the wind power policy from the perspective of covering all the industrial links; the second is, how to strengthen the coordinateness of the policy from the perspective of coordinating the operation of the departments and cohering policy group; and the third is how to strengthen the integrity of the policy from the perspective of coordinating all the activities of the nation.
