摘要
航船事故造成的财物损失和人员伤亡不可小觑。以《申报》(1872—1911年)相关报道为依据,通过统计分析发现,宁波航船事故多达106起。航船事故原因既有自然因素又有人为因素,呈现诱因多样、时间集中、数量趋增等特点。为减少航船事故的发生,通过采取引进轮船、打击海盗、建立航政管理制度、开展救济保障活动等措施,一定程度上提高了航船的安全,对当今海洋活动的开展仍有启示意义。
Casualties and property loss caused by boating accidents cannot be overlooked. According to statistics based on related reports from Shen Bao （1872-1911）, more than 106 boating accidents occurred in Ningbo. These accidents were caused by not only natural reasons but also human factors, with the characteristics of various incentives, time concentration, increasing numbers, etc. In order to reduce boating accidents, some measures were taken, such as introducing steamboats, combating piracy, establishing waterway management system and carrying out relief and protection activities. To a certain extent, these measures improved boating security, and provided inspirations for todays marine activities.
