摘要
本文研究中国城市和农村居民对政府绩效的总体评价以及对特定公共品的满意度。居民对不同级别政府的态度截然不同,对中央政府的满意度很高,政府级别越低,城市和农村居民的满意度就降低,对最底层的政府最不满意。居民对计划型政府善于提供的公共品如水电供应和道路建设最满意,对改革带来的社会经济的挑战如医疗保险、就业和失业保险最为不满。
This survey of rural and urban China assesses citizens’attitudes toward government performance in general and satisfaction with the provision of specific public goods in particular.Citizens clearly'disaggregate'the state,with satisfaction very high for central government performance,but satisfaction dropping at each level of government until it is at its lowest at the bottom level of government for both urban and rural dwellers.Citizens are most satisfied with those services that the central plan was good at providing,such as water,electricity supply,and road-building,and they are least satisfied with the new socio-economic challenges that have arisen as part of the reform program,such as medical insurance,job creation,and unemployment insurance.
