摘要
本文以"九七"前后的香港为案例研究,演释公共部门变革管理所面对的挑战。文章首先概括全球主要地区的公共部门改革的趋势,然后分析香港所经历的问题。本文认为特区政府在面临权威不振及经济结构转型的两大困境下,需要如其他西方国家的经验一样,为解决一些基本问题作出大胆尝试,也就是需要(1)在新经济中重新考虑政府的角色;(2)重新构建政府和它的管理文化;(3)政府领导与资深公务员建立一个新的政治契约关系;(4)建立一个对自己负责的政治部长制。而改革的成功因素则取决于①在不断交化的市场经济中重新界定政府角色的需要;②公务员机构管理和人力资源体系改革的需要;③公共部门雇员中的管理文化变革的需要。
This paper looks at Hong Kong before and after 1997 as a case study to analyze the challenges of change management in the public sector.The paper first summarizes global trends in public sector reform in major regions and then assesses the problems experienced by Hong Kong.The author considers that at the stage when the SAR government is confronted with two major difficulties,i.e., economic restructuring and limited political legitimacy,it should be bold in trying to deal with some fundamental issues in public sector reform,following the experience of some other Western countries.In other words,the Hong Kong government should (1)reconsider the role of government in the new economy;(2)re-construct a new management culture in government;(3)re-establish a new political contract between the government and the experienced civil servants;(4)set up a political accountability system that makes the political leaders self-responsible,The critical factors that affect the success of change management will be(a)the need for a reassessment of the role of government in the evolving market of the new economy; (b)reform of the system of public sector human resources,and(c)reform of the management culture among civil servants.
