摘要
通过对云南省农田水利建设完成情况及建设、运行管护现状分析,指出了存在的具体问题及困难,从政策保障、资金投入、工程和基层服务体系建设思路等方面有针对性地提出了解决问题的对策。
Specific issues and problems are examined through analysis of status of completion and operation and maintenance of farmland waterworks in Yunnan Province. Based on the above, strategies for dealing with these problems are worked out, from the aspects of policy making, financial input, structural and non-structural measures and service system at local level.
