摘要
草原作为我国天然生态屏障,正经历着被破坏、恶化的境遇,合理、有效地实施草原生态补偿,有利于保障农牧民的合法权益、改善草原生态环境、促进草原经济的可持续发展,也有利于生态文明社会的建设。加强立法、明确补偿标准、调动全民参与、坚持"受益者付费"及完善保障机制已成为当前的必然趋势。
Grassland,as a natural ecological barrier of our country,is experiencing the situation of destruction and deterioration. The reasonable, effective implementation of ecological compensation of grassland, is conducive to the legitimate rights and interests of the protection of farmers and herdsmen. It improves the ecological environment struction of ecological civilization - society. It has become the inevitable trend, such as strengthening the legislation, defining the standard of compensation, mobilizing universal participation, adhering to the＂ beneficiary pkays＂, and proveing the safeguard mechanism.
