摘要
随着互联网的普及与发展,枪支贩卖从现实社会交易向网络虚拟社会交易转变趋势愈发迅速。网络贩枪犯罪具有网络贩售平台化、作案环节隐蔽化、供货方式分散化、犯罪模式高端化、侦办查处困难化等特点,再加之立法、执法、司法等方面存在的缺位和不足,网络贩枪案件急剧增加,已成为深化平安中国建设、维护国家长治久安的重大威胁。要遏制其蔓延势头,必须以打源头、打平台、摧网络、缴枪支为目标,坚持以打开路、打防管控、多管齐下,综合运用各种手段构建全方位的防控体系,切实提高人民群众幸福感和满意度。
With popularization and development of the Internet, the trend of gun trafficking from real social transaction to virtual social transaction is becoming more and more rapid. The crime of selling guns on the network has the features of network sale platform, concealment of committing crimes, decentralization of supply mode, high-end crime mode, and difficulty in investigation and etc., plus the absence and shortage of legislation, law enforcement and judicial,the rapid increase in the number of cases of trafficking in guns on the internet has become a major threat to deepening China＇s construction of peace and safeguarding the country＇s long-term stability. To curb the spread of its momentum, we must consider cracking down the source and platform, destroying the network and disarming guns as the goal, adhere in finding more approaches, dealing control and multi-pronged approach, combination use of various means to build a comprehensive prevention and control system, and improve people＇s well-being and satisfaction.
