摘要
政府作为公民个人信息的最大持有者,这为政府管理提供了便利,但对个人信息的不当收集和利用,就会给个人的合法权益造成严重损害。尤其是随着网络化和电子政务的发展,个人信息的安全性问题面临着更大的挑战,因此,对于公共领域中个人信息的保护日益显得重要。本文从探索个人信息基本问题出发,分析政府收集、处理和利用个人信息的要件和原则,阐述在公共行政领域对个人信息保护的必要性。
The government as the largest holder of individual information of citizens, which facilitates the administration, but the improper collection and use of individual information would cause serious damage for the individual's legitimate rights and interests. Especially with the development of the networking and e-government, individual information security issues are facing a greater challenge, therefore, the protection of individual information in the public administration system becomes increasingly important. This paper is exploring the fundamental issues of individual information, analyzing the elements and principles of the government to collect, process and use of individual information, stating the necessity of the protection in the public administration system.
