摘要
家庭承包经营制度的农村改革,符合广大农民的根本利益,极大地调动了广大农民的生产积极性,促进了农业的发展和农村的稳定。由于体制、机制和管理等多方面的原因,征地问题表现突出,农民权益得不到保护,部分农民失地又失业,成为新的困难群体,诱发农村稳定问题。笔者建议:规范政府行为,确认农民集体土地的财产权利,按市场经济规律进行征地补偿,着眼于长远生计,将被征地农民纳入社会保障体系。
The rural reform of the household contract management system is in line with the the majority of farmers’ fundamental interests. It mobilizes the broad masses of peasants of the production greatly,promotes the agricultural development and the rural stability. Now because of the structure,mechanism and manegement,the land issues break out. The farmers’ rights and interests are lack of protection. Some farmers lost their land and works,become a new group of difficulties. It induces the unstability in rural areas. Then the writer suggests:we should restrict the government behavior,conform the property rights of the peasants’ collective land,advance the land requisition compensation in accordance with the laws of market economy,channel the farmers who have lost their land into the social security system focus on the long-term planning.
