摘要
公务员作为一个特殊全体,其身份具有双重属性:一方面作为公共权力的行使者,要求其必须坚持义务本位主义,从而更好的约束其行为,为公共利益服务;另一方面,公务员作为一般公民,其很多权利受到了限制。在现实中如何实现这双重身份有效协调,成为我们关注和研究的焦点。
The official takes special all,its status has the dual attributes:On the one hand takes the public authority to exercise,requests its to insist the duty selfish departmentalism,thus better restraint its behavior,serves for the public interest;On the other hand,the official takes the common citizen,its many rights have been restricted.To realize this dual status how in the reality to be effectively coordinated,becomes us to pay attention with the research focal point.
