高考鼓励性加分并非越少越好

摘要 为对高考加分政策进行新一轮改革,教育部于2014年出台《关于进一步减少和规范高考加分项目和分值的意见》。新高考加分政策大幅削减高考鼓励性加分项目引发广泛热议,公众认为大幅削减鼓励性加分项目有可能导致新的高考不公平。大幅削减甚至取消高考鼓励性加分项目将产生的主要不利影响是:不利于学生个性发展、不利于特殊人才选拔、不利于高考招生公平。据此,提出高考鼓励性加分政策的调整策略:政策制定应发挥加分导向作用,政策执行应坚守人才选拔初衷,政策监督应完善监督制约体系。 In 2014,the Ministry of Education promulgated "the opinions on further reduce and standardize the entrance points and scores of scores on the college entrance examination extra points policy" for carrying out a new round of reform. The new policy of college entrance examination extra points that significantly cut the entrance to encourage the project leads to a wide range of hot debate, and the public believes that a substantial reduction of entrance to encourage the project has the potential to cause a new trouble whitch is to do with the fairness of college entrance examination. The significant reduction or cancellation of the college entrance examination for encouragement will bring about some negative impacts: it is not conducive to the development of students personality, it is not conducive to the selection of special talents, it is not conducive to the fairness of college entrance examination. Accordingly, the adjustment strategy of the encouragement of the college entrance examination policy is put forward. Policy making : to play a leading role, Policy implementation : adhere to the original intention of talent selection, Policy surveillance:improve the supervision and control system.
