摘要
社会考试并非缺乏社会需求、工作业绩和增长活力,发展过程中潜在的巨大风险才是阻碍事业前行的重要命脉,社会考试保障机制存在着缺少统筹发展规划、定位不清、效用不通、项目管理质量参差不齐等诸多问题。本文梳理了创立和完善社会考试发展保障机制的具体途径:创建法律法规保障,确立社会考试地位;强化组织领导保障,排除系统风险隐患;优先项目质量保障,提升优势品牌拓展;规范经费管理保障,确保后勤健康优化;培养管理人员保障,夯实队伍能力基础;建设信息系统保障,形成有力管理平台等。通过努力营造优良的发展保障环境,才能够将社会考试事业引入到健康稳定的发展轨道上来。
Social examinations aren＇ t short of social need, work achievement and growth vitality. What hinders the advancement is the potential enormous risk in the developing process. There are quite a few problems in the safeguard mechanism of social examinations, such as lack in overall development planning, unclear position and utility impassability, and uneven project management quality. This article sums up concrete approaches to the establishment and perfection of the development and safeguard mechanism of social examinations. Namely, to establish safeguard in laws and regulations and ensure the status of social examinations, to strengthen organizational leadership and eliminate hidden troubles in the system, to give priority to project quality assurance and promote expansion in strong brands, to regulate funds management and ensure optimization in rear services, to cultivate qualified administrative staff and reinforce abilities, to build reliable information system and found powerful management platform. Only by striving to build an excellent environment for progress and safeguard can the career of social examinations be guided to the healthy and stable developing pathway.
