摘要
福岛核泄漏事故至今已逾5年,世界核电进入新一轮复苏重启,全球核发电量从减少到回升,核电装机容量在增加。截至2016年7月1日,全球在运核电机组444台,在建机组62台,运行与在建机组都在增加。美、英启动建设新机组,日本停运核电站开始恢复运行,俄罗斯、韩国成为核电出口大国,中、俄、印坚持推进核电建设,一批无核电国家正在建设、计划建设或拟建核电机组。中国核电走过了一个渐进与积极发展的历程,相继提出了"积极推进核电建设"、"安全高效发展核电"的方针。我国建成与在建核电机组54台,装机容量53613MW,占世界核电机组总台数的10.7%、总装机容量的11.8%,居世界第三位。而且对新建核电采用了最严格的安全标准,核应急提高到更高水平。但我国核电比重较低,要真正成为核电大国、核电强国尚需努力。要举全国之合力,在"安全第一、质量第一"的前提下运行与建设好现有核电站,做好"十三五"新建核电站的布点、机组选型与工程开工,继续做好四代高温气冷堆、快堆的开发工作以及聚变堆的研究工作,将引进的AP1000、EPR建设好、运行好、改进好。
Five years have passed since the Fukushima nuclear disaster,and the world is now undergoing a new round of nuclear restart.The global nuclear output begins to recover,and the installed nuclear power ca- pacity is increasing.As of July 1,2016,there are 444 nuclear power units in operation and 62 units under construction worldwide.The number of units in operation and under construction is increasing.The United States and the Great Britain started the construction of new units.Japan began to resume the operation of its decommissioned nuclear power plant.Russia and South Korea have become big nuclear power exporters.China, Russia and India insisted on promoting nuclear power construetion.A number of non-nuclear countries are constructing or planning to construct nuclear power units.China＇s nuclear power industry has gone through a gradual and positive development course and successively put forward the policies of ＂actively promoting nu clear power construction＂ and ＂safe and efficient development of nuclear power＂.In China,there are 54 nu- clear power sets in operation or under construction with an installed capacity of 53613MW,accounting for 10.7% of the total number of nuclear power units worldwide and 11.8% of the total installed capacity,rank- ing the third in the world.Moreover,the most stringent safety standards have been adopted for newly built nuclear power units,and the nuclear emergency level has been improved.However,the proportion of nuclear power in the energy structure in China is relatively low,so more efforts are still needed for China to become a big nuclear power producer and a strong nuclear power producer.The joint force of the nation should be used to operate and construct the existing nuclear power plants following the principle of safety and quality first,accomplish the layout,unit selection and project startup of newly built nuclear power plants during the 13th Five-Year Plan period,continue to promote the development of fourth-generation high temperature gas cooled reactor and fast
