摘要
依法治校是依法治国这一重要治国方略在高等教育中的体现。依法治校工作是一项复杂的系统工程,涉及到上上下下方方面面,关乎师生员工的切身利益,关乎人才培养质量和学科建设水平。实行依法治校,既是高校改革与发展的必然要求,也是高校提高办学水平与质量的制度保障。依法治校工作是一项复杂的系统工程,我们要转换思维,加强领导,宏观统筹,改变专门化法律工作队伍缺失的现状,设立专门法制机构,改变制度不合适宜的现状,推进制度体系建设,完善内部治理结构,推进信息公开和办事公开,夯实多元化的校内权利救济体系,由法制教育转变为法治教育,培育法治文化,以加快推动内涵建设和科学发展。
Managing the university according to law is an important embodiment of governing thaccording to law in the higher education. Managing the university according to the law is a comtematic project,involving all aspects, about the vital interests of teachers and students,about thepersonnel training and level of discipline construction.h is not only the inevitable requirement oform and development of universities,but also the system guarantee of improving the level andrunning a university. Managing the university according to law is a complex system engineering.e countryplex sys-quality off the re-quality ofIn orderto promote the connotation construction and scientific development,we must transform the thinking,strengthen leadership,macro co-ordination,change the situation of lack of legal specialized work force,es-tablish a special legal institution, institutional changeinappropriate situation,promote the system construc-tion, improve the internal governance structure,promote information transparency and openness, reinforcethe diversified university rights relief system,chang the legal education into the rule of law education,andcuhive the rule of law culture.
