摘要
随着农产品价格机制逐渐形成,农产品价格波动风险及由此产生的风险分散需求日益增多。当前农产品价格指数推出、农产品指数期货产品的丰富为通过期货市场分散风险和套期保值创造了适宜条件,本文在总结借鉴美国、加拿大发展经验基础上,得出:通过完善法律法规的制度供给、加强财政补贴和税收优惠政策、强化期货与保险的监管协同、构建激励约束机制等手段,提高期货市场的农产品价格风险分散能力,将有助于稳定农业生产。
With the gradually formed the price mechanism of agricultural products, agricultural price volatility risk and the resulting risk diversification demand is increasing. The current agricultural prices index, index of agricultural products futures products rich for diversification and hedging created by futures market conditions, this paper summarizes development experience draw lessons from the United States, Canada, on the basis of through perfect laws and regulations system supply, strengthen financial subsidies and preferential tax policies, strengthening the futures and insurance regulatory coordination and build incentive constraint mechanism, improve the ability of futures market diversification agricultural prices, help stabilize the agricultural production.
