摘要
卫生规划是以一种有效的方式去满足健康需要的过程,其核心是卫生资源的优化配置。为判断卫生资源配置是否合理,卫生规划是否达到预期效果,需要对规划实施和资源配置具体情况进行评估。文章梳理了卫生规划和卫生资源配置及评估相关基本概念、研究进展及评估工作情况,为我国卫生规划与卫生资源配置研究和决策提供参考。
Health planning is one of the effective ways to meet the health needs. Its core is to optimize health resource allocation. Evaluation is needed on judging whether the health resource allocation is rational and the health planning has achieved the expected effect. This article reviewed the concepts, research progress of health planning, health resource allocation and their evaluation, to provide reference for research and decision-making for health planning and health resource allocation in China.
