摘要
目前,农民专业合作社在我国发展迅速,小农分散进入市场的局面得到明显好转,但是大多数农民专业合作社规模仍然较小,管理较松散,在市场的谈判中仍处于弱势地位。为了解决"小""散""弱"等问题,农民专业合作社组成农民专业合作联社,为农民的生产经营提供更广泛、更全面的服务。同时,农民专业合作社的联合也是发展现代农业的必然选择。现通过综合分析国内外农民专业合作联社的特质,提出了促进我国农民专业合作联社规范发展的对策,即组建和发展农民专业合作联社应立足我国的实际发展状况,在尊重农民意愿的前提下,通过做好完善立法建设、制定优惠政策、加大农民专业合作联社宣传和培养专业人才等方面的工作来进行。
Currently,Farmer Professional Cooperatives in our country is developing rapidly,small farmers dispersed into the market situation has been significantly improved,but most Farmers Professional Cooperatives scale is still small,loosely managed,in the negotiations are still in a weak market position.In order to solve the problem of small,scattered,and weak,Farmer Professional Cooperatives composed of cooperative association to provide a broader,more comprehensive services for the farmer′s production and management.At the same time,the combination of Farmer Professional Cooperatives was the inevitable choice for developing modern agriculture.The formation and development of Farmer Specialized Cooperative Union should be based on actual situation of the development of our country,under the premise of respecting the wishes of farmers,by doing construction legislation,developing preferential policies,increasing Farmer Specialized Cooperative Union publicity and training professionals and so on to carry out the work.
