摘要
我国中等收入群体能够缓解社会矛盾,维护社会稳定,刺激消费拉动内需,带给低收入群体积极向上流动的良好示范,并与政府良性互动,不断提高政府社会治理能力。然而由于多种不利因素如经济发展下行、收入分配改革滞后、社会风险以及社会阶层固化等的影响,中等收入群体规模扩大进展缓慢,甚至有萎缩倾向。我们必须坚持促进经济增长,极大丰富社会财富,深化收入分配制度改革,使经济财富由最广大人民群众共享;推进以人为核心的新型城镇化,大力发展教育和职业培训,打破阶层固化,消除社会排斥,鼓励微观主体通过正向途径积极向上流动,从全局战略出发通过制度创新和安排来为中等收入群体规模的扩大铺平道路。
In China's official discourse we call the people who in the middle of the society as middle-income group rather than middle class which are in accord with the situation in China. China's Middle-income group has a positive function similar to the western middle class so that it can alleviate social contradictions,maintain social stability,stimulate consumption and domestic demand,give the low – income group a positive demonstration,and begin interaction with the government so as to improve the government social governance capacity constantly. However,due to the impact of a variety of adverse factors,the expansion of the scale of the middle income group is slow,and even has a tendency to shrink. Therefore,we must continue to promote economic growth and social wealth,deepen the reform of income distribution system,promote a new type of people-centered urbanization, develop education and occupation training vigorously,eliminate the social exclusion and encourage microcosmic flow through the positive way and institutional innovation and arrangements to pave the way for the expansion of the size of the middle income groups.
