摘要
新时期伴随着高等教育多样化的进程,高等教育质量因高校类型不同而具有不同的内在规定性。精英类高等教育质量观体现为世界范围内学术研究上的一种价值和功能判断,区域性高等教育质量观彰显为服务区域社会的价值和功能,特色化高等教育质量观显示为高等教育规律与其个性特色相结合的一种质量竞争主张。高等教育质量评估在于引领不同类型高校向不同的目标方向迈进,其评估标准构成高等教育质量发展方向的指示灯:精英类高等教育质量评估标准以衡量其在世界一流大学范围内学术研究的水平和能力,区域化高等教育质量评估标准以比较其服务区域社会的水平和能力,特色化高等教育质量评估标准以研判其同类型中杰出的竞争力。
With the diversification process of higher education in the new period, the quality of higher edu- cation has different inherent requirements because of different types of the colleges and universities. The concept of quality of elite higher education is embodied as a kind of value and function judgment in academic research around the world, the concept of regional higher education highlights the value and function of ser- ving regional society, and the concept of characteristic higher education shows a quality competing claim on a combination of higher education law and its personality characteristics. The quality assessment of higher education is to lead different types of the colleges and universities to different goals, and its evaluation crite- ria constitute the indicators of the development direction of higher education quality： the quality evaluation criteria of elite higher education is to measure the level and capacity of academic research in the world - class universities ; the quality evaluation standard of regional higher education is to compare its level and ca- pacity of the regional service ; the quality evaluation criteria of characteristic higher education is to judge the outstanding competitiveness of the same type.
