摘要
当前全球正面临着高频率、立体式的交错复杂的各种安全威胁。以恐怖主义为代表的非传统安全威胁对全球安全造成了巨大的现实危害和潜在威胁,面对人类社会发展过程中所出现的这些安全威胁,我们必须以"总体国家安全观"为指导,以法治思维为引导,将国家安全纳入法治轨道,建立起完善的国家安全理论体系、法制体系和治理体系,选择适合我国的法律治理模式,运用法治方式,治标治本,有效解决各种安全威胁所带来的社会问题。
The human being nowadays is suffering from the high-frequency and complicated security threats. The non-traditional security threats, taking terrorism as an example, poses great realistic and potential threats to the whole global security. These security threats are produced in the process of development of human society. So we need to give our priority to develop correlative standards and social governance mode which we really need. The law is the important way to govern our nation, and good laws are the best way. Only through getting the good law and the good governance together, making the national security be included in the scope of the rule of law, and establishing a perfect system of national security theory, the legal system and the management system, can the social problems and symptoms posed by various security threats be effectively cured, clarified and dealt with.
